After Hurricane Katrina hit New Orleans, other populations living at or below sea-level have expressed heightened concern for their safety. In the Netherlands, much of the land is below sea level, and despite the complex system of pumps and levies, there's a long history of mass flooding. Michele Ernsting from Radio Netherlands Worldwide went in search of answers in preventing another national disaster.
